CEC completes discussion of complaints

The Georgian Central Election Commission has completed discussion of complaints regarding the October 21 local self-governance elections in Georgia. Based on decision of the central election administration, the summarizing protocol of Tianeti Election Commission has been enforced based on which Tamaz Mechiauri, Leader of “For United Georgia Party” won in Mayoral elections in Tianeti in October 21 local self-governance elections with one vote. The candidate of ruling Georgian Dream Lela Kitesashvili is dissatisfied with the decision. The oppositional specter also protests over CEC decision. The oppositional parties demand that summarizing protocols are declared as null and void and insist on recount of votes.

Georgia has sent all legal documents necessary for Megis Kardava’s extradition to Ukraine, - said prosecutor Natia Songulashvili.According to her, the Georgian side is waiting for the decision of the competent court of Ukraine to bring Megis Kardava before the Georgian judiciary in the shortest possible time.Megis Kardava was declared wanted by Interpol in 2013.Megis Kardava, former senior defense ministry official, was detained in Ukraine on November 1.
New regulation on video penalties takes effect tomorrow

A new regulation on video penalties will take effect starting November 1, and the so-called smart cameras will also start functioning that will reflect different administrative violations by means of the programs established at the joint operations center.As Georgia’s Interior Ministry informs, special information booklets were prepared by the ministry and patrol police officers provided drivers in Tbilisi as well as in regions with the booklets. The new regulation on execution of video penalties will take effect throughout Georgia. Up to 3000 smart cameras are planned to set in motion till the end of 2017 across Georgia.

The pension accumulation system will presumably become activated autumn, 2018 in Georgia, if the parliament approves the draft-bill worked out by representatives of the National Bank of Georgia (NBG) and government. The parliament will have discussed the project by the end of this year. Reportedly, involvement of all employed persons under 40 in the system will be obligatory. It will be voluntary for everyone else. Every person will transfer 2% of salary to the pension fund, employers and government will transfer 2% each. Pension Agency will manage the amount in the fund.

The occupational regime demands payment of fine in return to the release of two Georgian citizens detained 2 days ago near Akhmaji village, Akhalgori district of occupied South Ossetian region. As reported, the detained men Giorgi Shukakidze, 20, and Joni Tatarashvili, 42, are transported to Akhalgori Militia Department but will presumably be sent to Tskhinvali prison. According to Akhalgori Governor Nugzar Tinikashvili, the detainees are residents of Okami village. They were collecting firewood when detained.

The Council of Leaders of oppositional political parties will complain against the summarizing protocol of Central Election Commission (CEC) regarding the October 21 local self-governance elections. Members of the council do not exclude applying to Strasbourg Court if necessary. Leaders of oppositional parties made this decision during the meeting held earlier this afternoon. The Council expresses distrust to the elections and demands recount of votes from different polling stations where various violations were detected. Baku-Tbilisi-Kars railway has been officially opened. Prime Minister of Georgia Giorgi Kvirikashvili, President of Azerbaijan Ilham Aliyev, Turkish President Recep Tayyip Erdogan, Prime Minister of Kazakhstan Bakistan Saginatiev and Prime Minister of Uzbekistan Abdulla Aripov put symbolic nails in the railroad and opened a memorial board.The leaders of the five countries took a joint memorable photo. They also traveled by the first train on the newly opened railway.

The Baku-Tbilisi-Kars railway will be activated. Today the first train will run on the railway line.The official opening ceremony will take place in Baku, Azerbaijan. Within the project, Tbilisi-Akhalkalaki section of the railway was rehabilitated. A new 29-kilometer section from Akhalkalaki to Turkish border was constructed. Passenger Trains for Baku-Tbilisi-Kars Railway is planned to be launched from 2018.

Did Patrol Police officers exceed their authorities over the tragic fact that took place at Nutsubidze Plato in Tbilisi on October 25 during which Paata Pavliashvili, 34, died? Many questions circulating over the incident have remained unanswered for the time being.Results of the expertise on corpse of Pavliashvili will become known in about 45 days. Ministry of Internal Affairs (MIA) does not comment over the incident and says that investigation is being led by Prosecutor’s Office. The family of the deceased man also keeps silence before completion of the ongoing investigation. The tragic fact is also probed into by Georgia’s Public Defender and three non-governmental organizations. Patrol Police officers, who participated in the incident, have already been questioned. Pavliashvili felt bad when law-enforcers were trying to detain him and died before neighbors called First Medical Aid. According to one of the members of the ruling team, there can be recording of cameras attached to patrol police officers during conduction of the detention operation than can serve as evidence. The medical autopsy was conducted in Rustavi town that also caused suspicion. Head of Samkharauli National Forensic Bureau told First Channel that the reason to transfer the corpse to Rustavi was ongoing repair works of an elevator envisaged for lifting dead bodies.

Eyewitness accuses police of negligence in connection with the death of a young man at Netsubidze's plateau yesterday. According to the witness, police abused power while arresting a man, as young man asked for medical assistance at the time of the detention, but one of the law enforcers did not react to it and did not believe that detainee felt bad.Eyewitness also claims that the deceased man was not in contact with the conflict in the neighborhood, he just witnessed the fact.As reminder, a young man became ill and died on the spot when he was arrested yesterday. Tamaz Mechiauri, Leader of “For United Georgia Party” won in Mayoral elections in Tianeti in October 21 local self-governance elections with one vote. Mtskheta Regional Court partially satisfied the lawsuit of International Center of Democratic Initiatives organization. The decree of Election Constituency, which ascribed void election bulletins to Lela Kitesashvili, mayoral candidate of ruling Georgian Dream Party, was annulled. The court discussed the complaint on October 24 and made the decision today. Mechiauri filed a complaint in Mtskheta Court and demanded annulations of the decision made by Regional Election Constituency, namely declaration of 5 votes ascribed to Georgian Dream candidate as null and void. The commission earlier declared that the candidate of the ruling party won in the elections with 4 votes. The Georgian Young Lawyers’ Association (GYLA) defended interests of Mechiauri in the election related dispute. Mechiauri thanked GYLA for its work. Lela Kitesashvili, candidate of Georgian Dream plans to continue legal struggle. However, it is not yet known whether the decision of Mtskheta Court will be complained in Appeals Court. Zakaria Kutsnashvili, a member of the parliamentary majority said that Kitesashvili is being stolen her victory with the decision. Mechiauri is celebrating victory. He set a table on a car symbolically this afternoon together in Bulachauri center with his supporters.
