Ruling team offers opposition holding of consultations over constitutional reform


The ruling team offers the opposition to hold consultations about all issues related to the constitutional reform. Archil Talakvadze, Leader of the Parliamentary Majority made the proposal to all qualified oppositional parties to resume discussions about constitutional amendments ahead of the meeting which will take place in Strasbourg on September 6. 

"The Parliament of Georgia started a very important process - constitutional reform in 2017, with the participation of civil society and political parties. To this end, a commission was created, which drafted the constitution; public discussions were held throughout the country; consultations were held with the Venice Commission; parliamentary discussions were also held. We would like to thank every member of the commission for their participation and efforts. 

Our team is ready to use the time remaining until the autumn session for political dialogue. Consequently, we offer all qualified opposition parties to gather and resume discussions over the constitutional changes this week. We represent political parties in Georgia, but we all represent Georgia abroad - so it is important to discuss all important issues of the constitutional reform before the meeting in Strasbourg," Talakvadze said.

If agreed with the opposition, Georgian Dream may conduct ‘non-barrier’ elections in 2020. The ruling team is discussing the issue of holding the elections with a mixed electoral system but with so-called natural barrier. 

Georgian Dream will hold internal consultations regarding the constitutional changes. It will then schedule a meeting with the opposition.

Holding of so-called ‘non-barrier’ system of elections in 2020 is unacceptable for the opposition in Georgia. Representatives of the opposition say that this is a trap, certain enticement on part of the authorities and an attempt to conceal the demand for abolishment of Majoritarian (single mandate) system of elections. 

The ruling Georgian Dream Party will hold internal consultations regarding the constitutional changes. It will then schedule a meeting with the opposition.

Levan Berdzenishvili, one of the leaders of the Republican Party, commented on the reports, according to which, 2020 elections may be conducted without a barrier. 

According to Berdzenishvili, all this is related to the constitutional amendments. "The opposite has a demand that the 2020 and all subsequent elections be carried out in a proportional system, all other issues are not interesting, as they are aimed at covering the most important issue - the opposition's demand, which is discussed together with the Venice Commission. All other proposals are not interesting to anyone and will not be considered. I do not even consider this proposal," Berdzenishvili said.

According to him, the government discussed the proportional system with the people though adopted Majoritarian-proportional system, meaning that it lied to people and now they want to correct this situation.
