It does not really matter who signs the constitutional changes, the main thing is that the document will still inevitably take effect, - Georgia’s Parliamentary Speaker Irakli Kobakhidze told reporters. 

“One week is still ahead for the President to sign. But it is a technical issue. It does not really matter who signs the constitutional changes. The main thing is that the document will inevitably take effect,” Kobakhidze claimed. 

If the President does not sign, Parliamentary Speaker has the right to act so.
