The Georgian Central Election Commission has completed discussion of complaints regarding the October 21 local self-governance elections in Georgia. Based on decision of the central election administration, the summarizing protocol of Tianeti Election Commission has been enforced based on which Tamaz Mechiauri, Leader of “For United Georgia Party” won in Mayoral elections in Tianeti in October 21 local self-governance elections with one vote. The candidate of ruling Georgian Dream Lela Kitesashvili is dissatisfied with the decision. The oppositional specter also protests over CEC decision. The oppositional parties demand that summarizing protocols are declared as null and void and insist on recount of votes. 

The Council of Leaders of oppositional political parties will complain against the summarizing protocol of Central Election Commission (CEC) regarding the October 21 local self-governance elections. Members of the council do not exclude applying to Strasbourg Court if necessary. Leaders of oppositional parties made this decision during the meeting held earlier this afternoon. The Council expresses distrust to the elections and demands recount of votes from different polling stations where various violations were detected. Council of Leaders claims that the government forged local self-governance elections. 

Tamaz Mechiauri, Leader of “For United Georgia Party” won in Mayoral elections in Tianeti in October 21 local self-governance elections with one vote. Mtskheta Regional Court partially satisfied the lawsuit of International Center of Democratic Initiatives organization. The decree of Election Constituency, which ascribed void election bulletins to Lela Kitesashvili, mayoral candidate of ruling Georgian Dream Party, was annulled. The court discussed the complaint on October 24 and made the decision today. Mechiauri filed a complaint in Mtskheta Court and demanded annulations of the decision made by Regional Election Constituency, namely declaration of 5 votes ascribed to Georgian Dream candidate as null and void. The commission earlier declared that the candidate of the ruling party won in the elections with 4 votes. The Georgian Young Lawyers’ Association (GYLA) defended interests of Mechiauri in the election related dispute. Mechiauri thanked GYLA for its work. Lela Kitesashvili, candidate of Georgian Dream plans to continue legal struggle. However, it is not yet known whether the decision of Mtskheta Court will be complained in Appeals Court. Zakaria Kutsnashvili, a member of the parliamentary majority said that Kitesashvili is being stolen her victory with the decision. Mechiauri is celebrating victory. He set a table on a car symbolically this afternoon together in Bulachauri center with his supporters. 

Irma Inashvili, Leader of Patriots’ Alliance plans to go on hunger strike and hold protests. Inashvili accuses the government of falsification of October 21 local self-governance elections. She is also scheduled to file complaints over all summarizing protocols from polling stations. 

The Mtskheta Regional Court will make the decision over the election related dispute in Tianeti following the October 21 local self-governance elections on October 25. Ana Natsvlishvili, chairman of the Georgian Young Lawyers' Association, said the results have been changed. "The Georgian Young Lawyers' Association got involved in the dispute and represents the interests of Mr. Tamaz Mechiauri, as the results of the local self-government elections in the Tianeti region, as confirmed by the facts, have been changed by interference. We think that there were serious violations of the electoral legislation and alleged criminal offense. Therefore, today we’re filing a suit with the court and we are asking for annulment of the two orders passed by the Tianeti election commission. We also appeal to the Prosecutor's Office to get interested in these facts,” Natsvlishvili said. 

The Georgian Patriots’ Alliance will participate in the second round of local self-governance elections. The oppositional party made the decision in response to the call of National Movement Party which rejected to take part in the runoff of the October 21 local self-governance elections. The National Movement boycotted the second tour of elections.

Giorgi Vashadze, Leader of New Georgia Party demands re-count of votes of October 21 local self-governance elections at 6 polling stations in Tbilisi. Vashadze talked about various manipulations through which his party received fewer votes. 

Tamaz Mechiauri, Leader of For United Georgia Party will file a complaint in Mtskheta Court. Mechiauri demands annulations of the decision made by Regional Election Constituency, namely declaration of 5 votes ascribed to Georgian Dream candidate as null and void. The court sitting is also scheduled for today where an observer organization will demand abolishment of the results from the polling station in Mtskheta. 

The newly elected Mayors and City Councils (Sakrebulos) will start working from the second half of November. According to preliminary results of the elections, in the mayoral races, Georgian Dream won in the first round in four out of five self-governing cities, including Tbilisi.  The exception is Kutaisi, where the second round of elections will be held. The six constituencies are preparing for runoff.As for the proportional system, Georgian Dream is winning in the 64 municipalities; the ruling party's candidates are also leading in the majoritarian elections. Central Election Commission has already counted 3 644 precincts. In addition, eight days are left for considering the complaints.

According to preliminary data of the Central Election Commission, the second round of elections will be held in six majoritarian constituencies. In particular: Kazbegi, Khashuri, Borjomi, Martvili, Ozurgeti and Kutaisi.The Central election commission will publish the final data on November 9. According to legislation, the deadline for appointing the second round is November 15.As CEC reports, up to 500 complaints have been filed. 

According to preliminary results of the October 21 local self-governance elections as of proportional system across Georgia, the Georgian Dream is leading with  55.73%.The results are as it follows: Georgian Dream -  55.73%,United National Movement -17.07%. European Georgia - 10.4 %,Alliance of Patriots - 6.56 %, Labor Party - 3.27

The President of Georgia. Giorgi Margvelashvili has assessed the local self-governance elections of 2017. He believes that consideration and eradication of shortcomings, revealed in the election process is crucial for Georgian democracy."Local self-governance elections of 2017 have been held in a more or less peaceful environment; however, many shortcomings have been revealed, consideration and eradication of which is crucial for Georgian democracy.I congratulate elected mayors, parties, and majoritarian candidates of self-governing cities on their victory. I wish them fruitful activities. I believe voters’ support should be translated into solving their problems.I would like to thank international and local observation missions for their high interest and qualified monitoring throughout the elections.I hope that the runoff will also be held in a calm environment and voter turnout will be high as well,” President Margvelashvili’s statement reads.

The OSCE observation mission made a statement about preliminary evaluation regarding the October 21 local self-governance elections in GeorgiaAbout 200 observers monitored pre-election process of self-government elections as well as the voting process at various polling stations throughout Georgia yesterday.According to the conclusion, overall the elections were held in a calm environment.

Nino Burjanadze, Leader of Democratic Movement – United Georgia Party talks about falsification of local self-governance elections. During the briefing held at the party office, Burjanadze said that electricity supply was cut off at some polling stations in Rustavi and Khashuri towns that causes suspicion of election forging.“The Central Election Commission will be late in publication of preliminary results of the elections. I know for sure that summarizing protocols are failing to balanced even in Tbilisi. Serious problems are fixed everywhere,” Burjanadze said. 

Irakli Kobakhidze, Chairman of Parliament does not exclude holding of second round of local self-governance elections in some regions of Georgia. Kobakhidze made this statement based on results of exit-polls of local self-governance elections held in Georgia today. 

The local self-governance elections were held in Georgia today. The polling stations were closed at 8 PM. The ballot boxes are being sealed. The protocols compiled from all polling stations will be sent to the Election Constituencies and then to Central Election Commission (CEC). The CEC expects to begin publication of preliminary results after midnight. Elections took place in 5 self-governance cities and 59 municipalities. The population was electing the 2058 members of 64 Sakrebulos (city assemblies) and 64 Mayors with 4-year term. The 22 political parties, 5 electoral blocs and independent candidates participated in the elections. The 369 candidates ran for mayoral posts and 4 727 – for membership in Sakrebulos. Thirteen candidates competed for post of Mayor in Tbilisi, 11 –in Rustavi, 8 –Kutaisi, 7 – Poti, 9 – Batumi. The candidate has to overcome the 50% barrier, otherwise a second round of elections will be held. Sakrebulos will be staffed by the candidates elected through both Proportional and Majoritarian system. The voting process began at 8 AM. The polling stations were opened in 73 election constituencies across Georgia except Georgia’s two occupied regions of Abkhazia and South Ossetia. The total number of voters based on Central Election Commission (CEC) was 3, 440, 123 people. The voter turnout for 20:00 was fixed at 45, % based on the Central Election Commission (CEC). The voter turnout in Tbilisi by that time was 43%. The most active constituency in Georgia’s capital was Didube. The highest voter turnout in regions was fixed in Racha-Lechkhumi, the lowest – in Shida Kartli.The local self-governance elections was monitored by 581 international election observers, more than 54 thousand observers of election entities and more than 20 thousand local observers. The elections were covered by more than 4 thousand journalists. Media Center was functioning at European House in Tbilisi on the occasion of local self-governance elections. Seven non-governmental organizations were holding briefings for journalists throughout the day. The CEC is working in 24-hour regime. 

The voter turnout for 17:00 was fixed at 36, 71% based on the Central Election Commission (CEC). The voter turnout in Tbilisi is 54 %. The most active constituency is Didube. The highest voter turnout in regions is fixed in Racha-Lechkhumi, the lowest – in Shida Kartli.  The CEC is working in special regime. The election administration will be holding information briefings throughout the day. Information center, hot-line and online chat of CEC is working in 24-hour regime.

Special Squad is mobilized in Marneuli, Kvemo Kartli, Georgia. The Special Service representatives have arrived at the Marneuli Police Department building by the so-called yellow buses. The shooting team of “Moambe” News Program shot their presence. The escort also includes several special vehicles. The Special Squad representatives have not appeared at the polling stations. The voting process is ongoing on the background of minor incidents.
