Completed elections and a new political reality: Georgian Dream gains the constitutional majority. After the second round of elections ruling party has 115 seats in the parliament.National Movement will enter the parliament with 27 MPs, Patriots Alliance with 6 MPs and Industrials -1.Opposition and civil sector believe that Georgian Dream’s constitutional majority is   threat-containing, however ruling team describes it as possibility to fulfill announced reforms.Ruling team plans to establish a group working on constitutional amendments.The second round of 2016 parliamentary elections were held in Georgia on October 30.  The balloting took place in 50 Majoritarian (single mandate) constituencies. Georgian Dream candidates won 48 out of 50 Majoritarian constituencies.

According to preliminary results "Georgian Dream" candidates won 48 out of 50 Majoritaruan constituencies. independent candidate won elections at the Mtatsminda constituency, and candidate from Industrials - in Khashuri.According to preliminary results the Georgian Dream gains 115 seats in the parliament, 113 is enough for winning constitutional majority. The Adjara Supreme Council elections were underway in parallel of Georgia’s parliamentary elections. According to Adjara Supreme Election Commission the voter turnout reached to 37 %.The candidates of Georgian Dream are leading in all constituencies in Adjara Supreme Council Elections. The Election Commission has already started publishing preliminary results on its webpage. 

According to Adjara Supreme Election Commission, according to 18:00 data, 40 complaints have been presented to the polling station and 8 to the constituencies so far.Sophio Kakhadze, the secretary of Adjara Supreme Election Commission reported in that regard. According to her the voting is ongoing in a peaceful environment in general.

At the #63 majoritarian constituency several voters claim that they have eaten tangerines, spray of which makes marking effect and it created problem while checking them on marking at the polling station.As a member of the commission Irma Seperteladze explained the same problems have occured at polling stations in Batumi, however after washing the hands phosphoric trace disappears.According to chairman of the constituency Commission Ramaz Seperteladze, the abovementioned voters were asked to wash their hands and when they went back, marking again observed and they were rejected from taking part in voting.

The voter turnout for 15:00 is 25.3%, Central Election Commission (CEC) says. The election process is being held with violations in Marneuli town of Kvemo Kartli region, Ahmed Imamkuliev, candidate of United National Movement (UNM) Party says. According to him, Georgian Dream activist Sharman Abdul Rakhmanov intimidates voters in the village of Kvemo Sarali. Imamquliev said there are photo materials confirming this. ‘The same kind of violations is seen in the village of Orpolo, as well as in Kizilajlo 50th and Marneuli polling stations,’- he claimed. Georgian Dream candidate Tamaz Naveriani said this information is not true and the voting process is underway peacefully, in a democratic environment.

Candidates of Georgian Dream and UNM Party will compete in 44 constituencies. The Central Election Commission (CEC) says that the election administration is ready for the second round of the polls.  The first sitting of parliament of the 9th convocation will be held after November 19. The date will be set by Georgia’s President. 

Embassies of UK and Netherlands in Georgia will observe the second round of 2016 parliamentary elections. UK Ambassador released a statement and said that election process was important in strengthening Georgia’s democracy and called on voters for being active in elections. 

Former Members of Free Democrats Party call on voters to support candidates of Georgian Dream Party in the second round of parliamentary elections to be held on October 30.  Davit Onoprishvili, Zurab Abashidze and Gia Tsagareishvili made the joint statement. 

The Central Election Commission (CEC) reported about the number of complaints opened in relation of the repeated balloting with Majoritarian (single mandate) election rule for the 2016 parliamentary elections held today at 4 polling stations in Marneuli and Zugdidi towns of Georgia. Nine complaints are submitted to CEC. One complaint was written at Zugdidi polling station and 8- in Kizilajlo. The CEC reports that the complaints are mainly of technical character and concerning minor procedural violations and will not affect election results. Two polling stations were opened in Jikhashkari, one in Ganmukhuri village and the fourth – Kizilajlo. The polling stations were opened at 8 AM and closed at 8 PM. 

Voting process has been suspended for about 5 minutes due to electricity shutdown at #48 polling station in Marneuli. Specialists have restored the damaged cable in a timely manner. Only the room where the voting process was underway suffered the problem.

A verbal conflict took place between an election observer and supporter of Georgian Dream Party at Jikhashkari polling station in Zugdidi. Only one complaint is written from the station. The 306 voters out of 1436 have arrived at the #48 Kizilajlo polling station by 12:00, Iakob Asanidze, head of #22 Marneuli election commission has said. According to him the election are peacefully underway. ‘I personally am at this polling station since 5:00 AM. No significant violations have taken place. Five complaints have been presented to the election commission and it will further discuss them, - Asanidze has said. 

Repeated balloting for 2016 parliamentary elections is being held in Zugdidi town of Samegrelo region. Three polling stations are opened in Zugdidi. The voting process is being held in peaceful environment. 

All the 77 MP candidates elected through Proportional (Party) system of elections have taken drug tests. The Election Code obliges the candidates to undergo examination. According to Central Election Commission (CEC), neither of the candidates is a drug user.
