The Georgian Young Lawyers’ Association (GYLA) held a briefing at Media Center. The organization called on citizens to report about any pressure and violation detected during the election process. The second round of 2016 parliamentary elections is being in 50 Majoritarian (single mandate) constituencies. There are 18 election constituencies in Tbilisi and 32 – in regions.The second round will determine the final membership of 150-member parliament of Georgia. Patriots’ Alliance does not participate in the second round. The Alliance already has 6 mandates. The United National Movement (UNM) Party has 27 MPs. The UNM has its candidate in 44 constituencies. Georgian Dream has its candidate in 49 constituencies. Topadze-Industrialists and Free Democrats have one candidate each. Independent candidates are competing in three election constituencies. 

The Georgian Central Election Commission (CEC) is working in emergency regime in connection with second round of 2016 parliamentary elections being held in Georgia today. Information Center began work at 7 AM and will be working till midnight. Online chat and online operator are functioning. 

The candidates of Georgian Dream and UNM Party are competing in 44 out of 50 constituencies in the second round of 2016 parliamentary elections being held in Georgia today. Topadze-Industrialists and Free Democrats have one candidate each. Independent candidates are competing in three election constituencies – Mtatsminda, Mtskheta and Lanchkhuti.

There are 18 election constituencies in Tbilisi and 32 – in regions. Candidates of Georgian Dream and UNM Party will compete in 44 constituencies. The first sitting of parliament of the 9th convocation will be held after November 19. The date will be set by Georgia’s President.

State for People political movement of Paata Burchuladze urges voters to support individuals rather than political parties in the second round of parliamentary elections. The movement released a pre-election address. “We believe that serious violations took place during the elections and expression of free will of people was impeded.Nevertheless, State for People urges supporters to take a decision on their free will, by taking into view the country's interests, and to support not political parties but certain individuals, who would better participate in the legislative process.Voters should well realize the needs, dangers and problems facing the country and take appropriate decisions," reads the address.

Salome Zurabishvili, Independent Majoritarian (single mandate) MP candidate in Mtatsminda district held the last meeting with voters today ahead of the second round of parliamentary elections. Zurabishvili distributed brochures of her election program and once again called on voters for being active in the elections. 

More than 8000 people registered in the Mtatsminda district do not have residential places, are dead or have lived abroad for years, Nika Rurua, Majoritarian candidate of United National Movement (UNM) Party said at a press conference today. "After the first round, we studied all the methods by which the government rigged elections. We will try not to allow the government to use these methods in the second round. Recently they have added 8,000 people in the Mtatsminda district, who do not have any address. Among them are also dead people or those who went abroad years ago,"- Rurua said.According to him, the mentioned people were used in the elections in favour of Salome Zurabishvili, the favorite candidate of the government.  “We will not allow this in the second round. We call on those people not to take part in this fraud”, said Rurua and added that the National Movement is going to publicize the mentioned materials. “These people will be identified. The case will be investigated and offenders will be punished,” Rurua said.

Davit Bakradze, Leader of United National Movement (UNM) Party addressed voters and called on them for being active in the second round of parliamentary elections. He said that the second round was very important. 

Embassies of UK and Netherlands in Georgia will observe the second round of 2016 parliamentary elections. UK Ambassador released a statement and said that election process was important in strengthening Georgia’s democracy and called on voters for being active in elections. 

The delegation of election observer mission of National-Democratic Institute (NDI) arrived in Georgia. NDI observers will be dispatched to different regions of Georgia and will monitor election process and votes counting. The mission representatives have been present in Georgia since August. The NDI will publish its report about the 2016 parliamentary elections in Georgia next week. 

Non-governmental organization Transparency International-Georgia held a press conference at a media center one day ahead of the second round of parliamentary elections. The NGO presented its remarks about faults detected during the first round of elections and stressed on law qualification of election commission members. The organization also gave recommendations. 

The inter-institutional commission held the 12th sitting today. Tea Tsulukiani, Justice Minister headed the sitting which discussed the information and violations provided by political parties and non-governmental organizations detected during the pre-election period ahead of the second round of 2016 parliamentary elections. Representatives of United National Movement (UNM) Party boycotted the sitting. The UNM believes that the commission’s work and reaction on election process related violations is not effective.

Ministry of Internal Affairs is mobilized ahead of the second round of parliamentary elections and will not admit complications, Giorgi Mghebrishvili, Minister of Internal Affairs told journalists. Minister pledged to ensure peaceful environment in the forthcoming polls. 

The non-governmental organization Fair Elections published a report about pre-election period ahead of the second round of 2016 parliamentary elections. During October 9-27 period, the NGO detected 2 facts of physical abuse, 8 cases of pressure presumably on political motive, 1 fact of use of administrative resources, 2 cases of bribery of voters. The NGO calls on relevant institutions for reaction. 

“We are all in expectation of the second round of 2016 parliamentary elections in Georgia,” EU Ambassador to Georgia Janos Herman said. Herman said he could not comment about the election process which was not complete yet and that election observer missions would say their word. 

The Inter-institutional commission will hold the last sitting ahead of the second round of 2016 parliamentary elections. Opposition has remarks about the commission’s work. Oppositional Parties believe that the commission’s reaction to detected violations was not sufficient. Lawyers of Nino Burjanadze –Democratic Movement will attend the sitting. Representatives of Patriots’ Alliance will raise the issue of distribution of MP mandates during the sitting.
